Councilman Carl Sanford is a minor character in the Jem animated series. He is a corrupt City Hall councilman who won't hesitate to pass rezoning laws in the city as long as they reach his price.
History[]
Not much is known about Councilman Sanford, other than he is a City Hall councilman with dubious morals. When Kimber Benton managed to find old documents at the Court's Public Archives where the area where Bobby Bailey and other people lived in was declared a residential zone, and as such, no factories could be built in it, Eric Raymond appointed a meeting with Councilman Sanford, which was carried on while riding in the latter's limousine.
While Sanford initially was a bit disdainful toward Raymond, his disposition completely changed once the latter opened a briefcase full of money. Raymond then explained to the Councilman that he was the owner of a building he wanted to demolish in order to build a record factory, and proposed to him to change the zoning from residential to commercial in order to carry on this act, offering a substantial contribution to the Councilman's fund for his upcoming reelection.
The Councilman managed to grant Raymond's request and it was later announced on the news that a law had been passed in which the area in question had now been declared a commercial zone and that all the old buildings located in there could be demolished.
However, Kimber saved the day one more time, as she arrived just as the bulldozers were about to tear down the buildings, accompanied by Mr. Wellington, the head of the City's Historical Society. They managed to make the area be declared an historical landmark, and as such, all of the buildings contained in it would be preserved.
Appearance and personality[]
Mr. Sanford is a bald and overweight man. Being in a high public charge such as councilman in City Hall, it's no surprise to see him wearing costly suits and to move around in a limousine. Nevertheless, he is also very corrupt and won't hesitate to pass controversial laws if there's any benefit involved for him. This questionable behavior is further accentuated by initially displaying a disinterested demeanor which quickly changes into a malevolent smile if he finds he can get his hands on a substantial economic benefit.
His obese complexion also hints to the idea of having fattened by taking advantage of the citizens' contributions for a long period of time.
